Project goals

Aiming to render assistance to increase the effectiveness of HC management in the Russian Federation, the Project pursued the following main objectives:

1. investigation of current HC management practice and identification of related problems;

2. support to implementation of good governance in HC and harmonization of federal with regional strategy;

3. in establishing a strategically oriented management system for the implementation of HC reform;

4. training of HC administration officers of federal and territorial levels in effective HC management and economics. (1)

Activities

Results

As most important outcome are considered i) implementation of strategically oriented HC management principles and planning technology on federal and regional levels, and ii) capacity building and institutionalization for training advanced HC management and economics. Both elements are essential conditions for health reform implementation and deserve further dissemination.

Recommendations developed by the Project could be used by health care authorities for substantial increase of management effectiveness and implementation of good governance principles on federal, regional and municipal levels.

Strategic plans for Federal Ministry of Health and for Health Care Authorities of Chuvash Republic and Yaroslavl oblast were developed.

Textbooks and workbooks published by the project are on a high standard for professional training of advanced HC management and economics.
