Support for the Development of a System of Primary Health Care Facilities at Federal and Municipal Level

Project goals
In the framework of major health care reforms in the Russian Federation, support shall be provided to the reform of the PHC system by developing a clear methodology and model for PHC provision based on polyclinics :
Developing and reinforcing the policy making process at federal level in the sphere of PHC, providing real possibilities for strengthening prevention ;
Assessing and further developing the legislative basis at federal level to ensure a sound development of PHC activities and the smooth operation and co-existence of polyclinics and other PHC settings ;
Developing a financing system for PHC facilities based on the real volume and quality of medical services provided, including prevention;
Introducing new methods of work payment, reflecting the volume and quality of work performed corresponding to workers’ qualification level ;
Developing a model for health care delivery at municipal level based on primary care and prevention, and to assess methods to limit the volume of hospital-based services by developing medical institutions of hospital substituting character, such as stationary in clinics, at home stationeries and out- patient surgery;
Developing methods for better coordination, continuity of care and intercommunication of PHC institutions with ambulance services and hospitals as well as with medical prevention centres, family planning centres, Aids control centres and other medical organisation at municipal and oblast level;
Improving professional skills of staff at polyclinics;

Reinforcing the functioning of professional organisations in the field of primary care;
Assessing and introducing a system for data collection, systematisation and regular exchange with oblasts, Republics and municipalities on best experience in the field of primary care delivery and prevention.
In two pilot regions PHC models will be implemented, evaluated and results distributed among PHC stakeholders throughout the Russian Federation. |
