Project: HIV/AIDS Harm Reduction Programme for Intravenous Drug Users

Results

The Project aimed to decrease the spread of HIV/AIDS among intravenous drug users in Sverdlovskaya oblast through providing access to injection equipment and information about HIV/AIDS prevention and harm reduction.
The major results of the Project are:


  • Multi-sectoral harm reduction programme for injecting drug users was established on regional level and in pilot municipalities;
  • Harm Reduction Co-ordination Committee was established and co-operation in the issues related with drug addiction and HIV/AIDS between the different agencies was significantly improved, especially between health care authorities and department of internal affairs;
  • Harm reduction approach was implemented primarily in 3 pilot districts and then disseminated to some other municipalities,
  • Methodological Guidelines for municipal administrations on organisation of system of prevention of HIV/AIDS, STD and other diseases transmitted by injecting drug users were developed
  • The health education and outreach work among injecting drug users was organised;
  • Clinicians and staff of interested institutions and NGOs were trained in harm reduction approach;
  • More effective methods of prevention, treatment and rehabilitation of drug users were implemented
  • Access for drug users to primary health services became easier;
  • Drug users behaviour has started to change so the risk of HIV and STD transmission became less in pilot sites;
  • Contacts between specialists and hardly accessible groups of drug users were established.
