Objectives:
Aiming to render assistance to increase the effectiveness of HC management in the Russian Federation, the Project pursued the following main objectives:
1. investigation of current HC management practice and identification of related problems; 2. support to implementation of good governance in HC and harmonization of federal with regional strategy; 3. in establishing a strategically oriented management system for the implementation of HC reform; 4. training of HC administration officers of federal and territorial levels in effective HC management and economics.
