Objectives:  The project aims to develop a quality management system with both regional level and institutional level indicators for improving quality of care, especially for cardiovascular diseases, and HIV/AIDS and other STIs. The project also supports the development of a system of evidence-based guidelines for treatment and control of most common diseases. A model of quality improvement in a family medicine office will be created and tested. The project aims to incorporate quality management into the curriculum for residents who are in training for a competence in family medicine at MAPS. Family Medicine Centre at MAPS and Pontonnaya village polyclinic are the pilot sites of the project. The first facility is working under a federal level institution and the second under local city administration.

Objectives:  To contribute to a reduction in morbidity and mortality among Chechen IDPs in Ingushetia and Chechnya. IMC works towards this goal by improving the accessibility and quality of primary health care for IDPs in Chechnya and Ingushetia through the provision of direct medical assistance, the enhancement of local health system capacity, and sustainable community development11 mobile medical teams serve over 15,000 IDPs living in 77 spontaneous settlements in Ingushetia, and indirectly serve over 100,000 members of local population through assistance to 10 rural medical facilities. 2 mobile educational teams provide trainings on primary health and communicable diseases to health professionals in 36 village health centers in Ingushetia and Chechnya. 2 emergency care teams provide first aid trainings to local health professionals, NGO staff, and IDPs in Ingushetia. Altogether, approximately 130,000 people in Ingusehtia benefit from IMC services, of whom 27,000 are IDPs.6 mobile medical clinics in Chechnya serve 12 villages in two northern districts of Chechnya with a combined population of 67,000. The IMC Dental Unit provides dental care to IDPs living in 10 Temporary Accommodation Centers in Grozny with a combined population of 10,000.

Objectives:  ·Tangible results of the first phase of the Quality Assurance project included evidence-based clinical guidelines, redesigned systems of care, and quality monitoring in the three clinical areas: hypertension, pregnancy induced hypertension, and neonatal respiratory distress syndrome in Tulskaya and Tverskaya oblasts. ·

Improved prevention and treatment practices led to a 90% decrease in hospitalizations for hypertension, the leading cause of death in Tula region.·

In Tver region the changes led to 63% reduction in neonatal mortality from respiratory distress, the principal cause of death for newborns. ·

Improved systems of care markedly reduced costs, particularly in pregnancy-induced hypertension in Tver.·

Russian Minister of Health Yuriy Shevchenko opened a conference in Moscow in July 2000; then-Secretary of the U.S. Department of Health and Human Services Donna Shalala launched the second phase of the project.·

The quality assurance approach has extended to all appropriate health facilities in the two regions and is now a model for nationwide application. ·

Clinical areas to be added during the second phase include: pediatric tuberculosis care and early detection and care of breast cancer in Tverskaya Oblast; and treatment of depression in general practitioner settings in Tulskaya Oblast.·

The June 2001 National Policy Seminar on Improving Health Care Quality produced a draft Policy Document on Quality Assurance.
