Project goals
To develop the federal, regional (oblast) and municipal health policy and action programs focusing on health promotion and desease prevention; to support the creation of networks between social anf health care professionals, NGO's and other actors at central and regional levels, and to enchance interinstitutional planning and implementaion of programs and preventive activities; to improve the management systems of health promotion and desease prevention in selected regions, focusing in particular on the issues of detection, monitoring, information, education and communication; to improve health promotion and desease prevention practices within the framework of primary health care. |

Results
The project has produced several valuable outputs, which are useful for further dissemination and replication. Project outcomes and deliverables are consistent with the HC reform objectives and can be recommended for application in RF Regions to organise an efficient health promotion and disease prevention system. Among the major achievements are the following:
The experience of Vologda region with organising inter-agency collaboration in the development and implementation of the regional long-term health policy and preventive care programmes;
The experience with the development, planning, implementation and organisation of monitoring of regional preventive care programme results, which is based on the application of a strategic approach and modern management technologies, demonstrates the advantages of a new approach to public health promotion and protection and proves that it is possible to change operational methods without additional cost;
The experience on capacity building of the Preventive Medicine Centre at the Vologda Region Administration, which functions as a co-ordinator of preventive care efforts in the region;
The methodology for the development and implementation of three health promotion and disease prevention demonstration programmes in the Project's pilot regions, i.e. "Health Promotion School", "Workplace Health Promotion" and "Non-Pharmaceutical Treatment and Prevention of Arterial Hypertension";
The experience of Vologda region with the creation of an information network on health promotion and disease prevention issues, which includes systematic collaboration with mass media;
The experience with establishment of a "Public Health School" in the Chelyabinsk Region, development of a new curriculum for postgraduate education;
The experience with the implementation of new public health monitoring methods in the Pilot Regions. |
