21/10/2005 Gift for pregnant
The Ministry of Healthcare and Social Development plans to increase birthrate by paying R 7, 000.
That is the sum which will be paid to young pregnant women.
The Ministry plans to transfer R5, 000 to women’ consulting centers, and furthermore, R2, 000 to maternity hospitals for every pregnant woman starting from the next year. This is the way how the Ministry wants to increase birthrates.
Zurabov is sure that a new program will allow cutting abortion rate by more than 100, 000 a year. However, doctors consider the program will not have an effect on birthrate at all. Particularly, payment to hospitals does not ease young mothers’ life.

The Ministry of Healthcare and Social Developments plans to transfer doctors to work on contacts.
The advent of contract system will increase salaries of the doctors and medical assistants. This increase was due to criticism of Vladimir Putin.

Yesterday, Mihail Zurabov, the Minister of Healthcare and Social development, held an on-line conference. He received 37, 313 questions.
The Minister acknowledged that last year was extremely hard. Everyone speaks about reforms in healthcare industry, but there is no reform at all in his opinion. In particular, there are no new bills or rules.
Now they say it is planned to change a way of financing medicine. And this could change the situation in the industry. It is obvious, no money - no use to build plans.
Speaking about high technology medicine, the Minister announced two figures. In the United States there are 450 thousand surgeries on heart every year. And there are only 25 thousand in Russia, although the need is exactly the same. The disparity is on cemeteries.

On WHO initiative Russia will have European week of immunization.
The financing of the healthcare is planned to double for the next year. Reforming tends to prevent illness. Almost 18 million people had a flu vaccine this year. But it is only 11.5% of the whole population in Russia.
This autumn WHO will lead European week of immunization. And the Organization plans to have this action every year.

19/10/2005 Database on health reforms in the regions of the Russian Federation
Under the patronage of the Ministry of Health and Social Development of the Russian Federation and the WHO/CIDA Health Care Policy and Stewardship in Russia Programme, a database on health reforms in the regions of the Russian Federation has been created. The Federal Fund of Compulsory Health Insurance provided support and technical assistance to the creation of the database. The Federal Public Health Institute and the Independent Institute for Social Policy were the main executing agencies in the development of the database.
The aim of the data base is to disseminate widely, systematic information about the implementation of national health care system development policy. Information presented in the database covers the process of modernization in the following areas: restructuring, management and financing. Information for the database is submitted by regional health authorities and regional compulsory health insurance funds.
The Federal Public Health Institute developed the electronic analytical system and site (www.healthreform.ru) for the database. The Institute also prepared the information for the section “The main directions of re-structuring of the Health system in the regions of the Russian Federation”. The Institute collected and analyzed information on innovations in the organization and restructurings of health system in the regions of the Russian Federation. The criteria for carrying out typology of regions and presentations in the form of maps was developed. The results of this work is included in the section of the database “The main directions of re-structuring of the Health system in the regions of the Russian Federation” and in the analytical report.
The Independent Institute for Social Policy collected information about healthcare financing and management as well as about innovations in these fields in the regions of the Russian Federation. On the basis of information received, a system of criteria was elaborated for assessment of health care management and financing models in the regions. The typologies of regions according to these criteria were built up and presented in the form of maps. The Institute also prepared the report “Health care financing and management in the Russian regions. General review”. It contains analysis of regional differences in health care financing and management models and analysis of innovations, implemented in these fields during last three years.
