17/02/2005 Russia has found the ones to be responsible for biological shielding and chemical safety

The commission responsible for biological shielding and chemical safety was organized in Russia. The Prime Mikhail Fradkov signed the corresponding enactment (9 February 2005 № 64), the text of which can be found on the official site of the government of the Russian Federation.


The commission will provide the co-ordination of executive powers concerning the realization of the state policy in the matter of biological shielding and chemical safety. The chairman of the commission is the Minister of Health and Social Development Mikhail Zurabov.


The commission among other problems has to solve ones as: efficient response to possible chemical and biological danger for people, animals and plants; the development of new means of defense; prophylaxis and treatment of the diseases caused by poison gases and biological substances.

Among those, who had to reject the medical aid rendering because of the money absence are workers and pensioners. At that these are mainly women older than forty with low incomings (less than 4 thousand rubles per family member).

15/02/2005 Gennady Onishenko: Russian children eat too much fat

Russian children as well as the rest population of the country consume too much fat, sugar and very little vitamins and minerals. It was announced by the head sanitary inspector of the Russian Federation Gennady Onishenko during the press-conference, which took place on Tuesday.


Aside from this he informed of the fact that sanitary norms and rules in connection with children nutrition were approved in Russia for the first time. The document, which was registered on the 3rd of February, comments on the definition of the children nutrition, its ingredients, the description of the requirements of the final product.


According to Onishenko the approval of the document is necessary in the connection of serious malfunction of the state of nursing mothers as well as the state of children of all ages. These problems among children of school age, particularly senior pupils, are caused by the drawbacks of the nutrition organization at schools.


A number of measures have been taken to normalize the nutrition of youths. The sale of light alcoholic energetic drinks was prohibited in night clubs, soft energetic drinks were removed from the list of school nutrition products by the Russian Consumer Inspectorate.



14/02/2005 The problem of infant death rate will have been solved by the 2008 year

The problem of infant death rate and low birth rate will have been solved by the 2008 year. It was announced by the leader of the secretariat attached to the vice-prime Alexei Golovkov.


“We’re witnessing the decline of infant death rate and the increase in birth rate. In three years these problems will be totally solved”, claimed Golovkov, while answering the question about the reasons of taking part in the U.N.O. program “The goals of Century Development”.


According to him, the possible participation of Russia in the very project is being discussed now.


Golovkov mentioned that the problem of high death rate in able-bodied age is urgent in Russia. Among other problems he emphasized that only half of children in pre-school age attend preschool institutions and that only 50 % of young people have education higher than general secondary one.


Golovkov declared that the increase of life interval and solutions of educational problems will be put as the main goal during this period.


Meanwhile the Russian medical men are worried about the high growth of the quantity of disabled children and ask to reconsider the rules of the first aid infant reanimation.


n/a The Ministry of Health and Social Development is not going to pay for the medicines at overcharged prices

The medicines for ensuring privileged people won’t be paid for, if the trade price will be higher than it has been agreed to be. It was announced by the acting Minister of Health and Social Development of the Russian Federation Vladimir Starodubov during the weekly meeting concerning the problem of realization of privilege payments.


“Not a prescription has been paid for by the fund of medical insurance and the Ministry of Health. Those drugs that have been given were taken on credit from the producers”, stated the acting Minister.
According to him, the right of the distributers to keep their own drugstores in out patients’ clinics will also solve the problem.
