24/03/2005 Prescription for honesty
The new way of delivery and prescription process will cause a sensation in the Russian public health service
The first two months of the reform revealed a number of problems. The central one is the absence of the system of registration of the prescriptions in many regions. Thus in spite of waiting for the regional administrative powers to solve the problems, pharmaceutical distributors try to find the way out themselves. Lives of common privileged people will become easier: they will be able to get all the necessary medications right in the out patients’ clinics. Pioneers in this area will be the dwellers of Nizhegorodsky region.
All plenipotentiary pharmaceutical companies faced one and the same problem – the absence of control over prescriptions.
“Our aim is the creation of a new computer model, which allows to control the whole process of medication ensuring”, claims the chief director of the “Boitech” company Mikhail Koltachuk.
At the present moment the “Atlas” company and the public health service inspectorate of the Russian Federation are working at the system of defense of prescriptions and medications from forgery. Thus it becomes obvious that the qualified specialists are developing a new program, which allows controlling the whole process of ensuring people with medications.
This program will save doctors from routine work. Secondly, the number of deferred prescriptions will be reduced, as since the distributors will get the information efficiently. In the third place, all possible ways of getting a prescription or medications illegally will be out of the question.
The “Biotech” company decided to organize additional drugstores for privileged people right in the out patients’ clinics. “It’s obvious that one should unite the mechanisms of prescription and receiving of medications in one place”, emphasized the president of the “Biotech” Oleg Kovalev. Each drugstore will cost the company about 200 thousand rubles.

23/03/2005 Clearing House: the regional administration powers save money at the expense of medical ensuring
The true medical ensuring expenses are not spent fully. It was announced by the accountant of the clearing house Valerij Gorelyad, during the college of the clearing house.
He claimed that the audit made it obvious and clear that regional programs are half-financed. Gorelyad also stated that the clearing house would review the effectiveness of the usage of public funds in rendering free medical aid in May – June 2005. According to him, the first step of the audit has been already finished.
The audit of the effectiveness has been booked in Ivanovsky and Permsky regions. It is realized in Leningradsky and Voronezhsky regions now. Gorelyad emphasized that the results of this audit are very important for the further dimension reform of the public health service.
23/03/2005 About 30 thousand people die from TB in Russia
In Russia about 30 000 people die from TB and about 188 000 cases of infection are registered. Ekaterina Kakorina, the acting chief of the Department of Medical Aid Development attached to the Ministry of Health and Social Development of the Russian Federation, announced it during the press-conference in the Central House of Journalist, which took place this Wednesday.
According to her, there have been revealed 21,3 thousand cases per hundred thousand.
“Though, there are some regions in Russia, where the index of the infection rate is twice or even thrice higher”, she continued, citing as an example Novosibirsky and Amursky regions, Koryaksky and Chukotsky autonomous regions.
Mikko Vienonen added that Russia counts the greatest amount of people infected by TB – about 10 people every day.
According to him, there are not enough political will and financial support in Russia to solve the problem. “Each member of the society should realize the danger”, he concluded.
22/03/2005 Russia stopped producing its own antibiotics
Russia stopped producing components necessary for production of antibiotics. It was announced by Valery Bykov during the press-conference. “About a month ago Russia stopped producing its own antibiotics”, mentioned he, explaining this fact by “they are produced out of imported components”.
“It’s unbeneficial to produce substances needed for producing of antibiotics in Russia because it is much more convenient to use cheaper Indian and China substances”, claimed the general director of “Mikrogen”, attached to the Ministry of Public Health Service of Russia Anton Katlinsky.
It’s essential to mention the fact that the import of forged medicaments reached almost 100 million dollars. This information was announced by Boris Shpigel, the chairman of the subcommittee of the Federal Council regarding public health service, in the beginning of February 2005.
