n/a Everybody Will Have an Opportunity to Choose His Own Medical Insurance Agent

The Ministry of the Public Health Service and Social Development worked out several bills, which, in particular, offer the population an opportunity to choose an insurance agent in the system of obligatory medical insurance (OMI).


These bills make provisions for making some part of the medical institutions non-commercial organizations (beginning with the year 2006). This will allow increasing their investment attraction.


Starodubov stated that the necessity of the rise of availability and quality of the medical aid remains to be the most urgent problem in the system of Public Health Service.


On the very moment more than 60% of the equipment is worn out. “We have to admit that the present OMI system has a lot of defects: a lot of regions do not complete their obligations in paying fees for providing nonworkers, besides the scanty economic independency of many budget institutions creates a number of unsolved problems”, claimed Starodubov.

n/a More than 50 billion rubles will be intended in the 2005-year to provide the population of the Russian Federation with medicine

50,79 billion rubles from federal budget will be spent, so that the federal fund of obligatory medical insurance (OMI) should realize the plans of social support of certain classes of citizens providing them with medicine during the 2005 year.


The headmaster of the federal fund of OMI Andrew Taranov reported it on Tuesday. He clamed, the grant-in-aid spent on OMI to nonworkers at the expense of the federal budget will reach 3 billion rubles.


At the same time Taranov emphasized that at present there are enormous debts concerning insurance payments. Last year they reached 46 billion rubles.

n/a The Ministry of Public Health Service and Social Development plans to start the modernization of the system of public health service of the Russian Federation in the 2005-year

The Ministry of Public Health Service and Social Development plans to start the modernization of the system of public health service, which is supposed to solve two major problems: to find internal resources of its financing and to strengthen the technical base of the medical institutions.


The parliament discussed a number of bills concerning the public health service reform, which had been prepared by the Public Health Service and Social Development Ministry.


It natural that a person falls ill sometimes and sooner or later he is forced to ask for treatment. That’s why the government insists on obligatory minimum medical insurance payment.


However, according to the Minister of Public Health Service and Social Development Michael Zurabov, “the fully insurance mechanism of financing our medicine is absolutely impossible yet”.
The block of bills provides for appearance of new legal types of medical institutions, which in general will render prophylactic assistance. The majority of medical institutions will get financial independence. The third level of clinics consists of fully autonomous ones, which will exist only at the expense of their own commercial work.


The list of medical services which will be free, as well as the list of obligatory paid things is fixed in the bill “About state guarantees of medical aid”.

n/a Pay-day will occur before the first of January. The pensioners will get their pensions beforehand, but the employees of budget organizations will be put before liabilities

Yesterday on the traditional meeting with the Cabinet Ministers the President of Russia Vladimir Putin appealed the government to provide the employees for all the payments, which were delayed, before the end of the very year. “I ask you and the Financial Ministry to pay all the liabilities, I want money to reach the people”, the President addressed himself to the vice-premier Alexander Zhukov.


The liabilities began to decrease rather rapidly. As the result they decreased up to one third. In December the Cabinet Ministers plan to clear off the residual 1,3 billion rubles. However, according to the vice-prime Alexander Zhukov, more than 70 regions of the Federation aren’t indebted to the noncommercial employees anymore. Nevertheless the Cabinet Ministers decided to find 6 billion rubles to render assistance to the regions and to pay off all debts concerning the payments.
- On the first of January there will exist no debts, - the vice-minister Zhukov assured the President.


- We were discussing the necessity of paying pensions at the beginning of the next year in the connection with the protracted New Year and Christmas holidays, - Vladimir Putin reminded The Minister of Public Health Service and Social Development Michael Zurabov of it.
It was supposed that 80 per cent of pensioners would get their pensions and benefits before the holidays. “Otherwise they risk to be deprived of this money”, stated the President.


During the final ten-day period the Superannuation Fund will have the right to transact the financing and payment of pensions and benefits to the citizens who get them during the first ten-day period of January.


The President interested in the implication of the Minister of Financing Alexey Kudrin in all these. But Zurabov stated that the Superannuation Fund would finance these obligations using the residual money, and during the first days of January The Minister of Financing will compensate the outlay.

n/a Medicine Will Be Enough for Everybody.To Accomplish the Law concerning the Privilege Payment Michael Fradkov Demanded to Press the “Shady Officials” Hard

Yesterday the Prime Minister gathered the members of parliament, the ambassadors of the regions, deputies and senators in the White House just to learn from the Minister of the Public Health Service and Social Development Michael Zurabov, how the citizens of Russia who have privileges will be provided with medicine.


On the very moment about 300 producers of medicines agreed to take part in the program. The variety of the medicines counts about 3 thousand different names.
The governor of the Novosibirsk region Victor Tolokonski was asked to corroborate the fact that the work in the regions is being done in full steam. According to Tolokonski, the population can react badly to the substitution of the privilege urban transport tickets for money.


In this connection the government of the region decided to provide the people having privileges with free tickets, which can be used only during the weekends. The money payments will reach 200 rubles if they are veterans and 300 rubles if they are victims of political repressions. This money will be spent to pay for fare and half reduced phone tariff, which does not work now.


To his own regret Victor Tolokonski mentioned that the government of the region is going to reduce the investment programs because of the increasing budget outlay to accomplish the law of the privilege payments. The prime Minister marked in indignation: “Now we do everything to solve the social problems not at the expense of economics. You’d better press the “shady officials” hard”.
