n/a Mikhail Zurabov: The beneficial medications will be marked
According to “Interfax”, the Minister of Health and Social Development of the Russian Federation Mikhail Zurabov claimed on the meeting of the government of the Russian Federation that took part on April 28 2005, that the beneficial medications will be marked starting with the second half of the year. This is done to prevent using the very medications in commercial selfish ends. The first consignment of medicines will be available already in the second half of the year.
According to Zurabov, the Ministry of Health and Social Development together with the Ministry of Internal Affairs guides the spade-work for the further marking. According to the creative-studio “Pressto”, the evaluations of the experts are the following:
“The idea itself – to control the marking of medicines as the means of controlling logistics and reducing forgery medications – seems to be reasonable. It has always been elaborated and has its prototypes in Europe and USA (FDA)”, says Aidar Ishmukhametov, the chairman of Head Council of the “Remedium”.
“The problem is that the realization of the project demands a lot of informational and financial resources. By the second half of the very year the project might have been realized only partially and only for several categories of medicine names and distributive companies. It goes without saying that the project can’t be realized during this period of time. We can only gain experience and get more knowledge for finding technical ways of solving the problem”, he continues.
“I believe that this initiative should protect the beneficial medications from resale. Some part of medical preparations has already disappeared and probably was used in commercial selfish ends. This ought to be extirpated”, claims Nastasya Ivanova, the chief manager of”.

The meeting of the commission of experts of the Council of Federation in Social Policy, devoted to “Information Technology in the social sphere and public health service” took part on April 20, 2005.
Georgy Radzievsky, the head of the information-analytical Department attached to the Ministry of Health and Social Development, spoke at the meeting with the report about “Working out the unified information system in the Ministry of Health and Social Development”. He emphasized that the administrative reform caused the widening of the regulated objects, subordinate to the Ministry, which makes the problem of working out the unified information system urgent.
It’s supposed that the working out the information system will allow increasing the effectiveness of the activity of the Ministry, the quality of the decisions and perfection of the legalizing of all the kinds of activity of bodies within the jurisdiction of the Ministry.
The sources and volumes of financing during the realization of the project are the following:
2005 – the financing of the program by the means of “Electronic Russia” project, which is non-budget source (100 million rubles)
2006 – budget financing (1 billion rubles)
2007 – budget financing (4 billion rubles)
2008 – budget financing (7 billion rubles)
Invited guests of the meeting, the heads of the regional systems of public health service, mentioned that the solution of the problems and gaining goals could take several years, when a lot of questions demand being answered already now. And the central of them is – Who will answer all these questions?

The government is trying to avoid responsibility for people’s wealth and health, reserving to itself only the duty of patronizing of those, who can’t take care of themselves. This idea is urgent and being discussed. But the problem is – who will be the first?
Money for commutation of rations change was started with the neediest and actually this appeared to be wrong. The spontaneous incidents in January – February 2005 caused the stop of other reforms – of public health service, education, etc.
I do evaluate the figures, which serve to be the so-called proof of the success of the reform, in a different way. They say that only 20% of the people, having the right to benefits, have bought the tickets at the reduced price. Thus they’ve chosen money. I can find here no triumph. One should understand the psychology of a needy person. The choice that has been given to our pensioners and ill people (between commutation of rations and money) means no choice. One could speak about a choice, if the very pensioners and the ill were people of moderate means, if they had the opportunity to choose between going to Turkey or to Cyprus and insurance policies of different medical insurance companies.
What have we got? An average privileged person is naturally a very needy one; he hardly has money to buy the most necessary things. And when he is suggested that he should choose between real money and benefits, his choice is obvious. And this can be no good. This made them go to their relatives, drugstores and out patients’ clinics much more seldom.
The federal privileged people are to choose till October 1, 2005, whether to reserve to themselves the social support or to have the additional money. A lot will for sure choose money, thus beginning with January 1, 2006 they will have to by medications at the total form of value. What will people do? They will again go to permanent establishments, where they will still be able to get free medications.
That’s how the right tendency in the development of public health service will be destroyed because of the elementary ignorance of the social psychology and inattention to the society.
Now we’ll speak about the wage to the budget institutions’ employees (15 million people). The unified tariff scale has worn itself out.
And at last about social insurance, which appears to be the pivot of the social policy and the responsibility of a working person for his own well-being. If we speak about medicine, the attentions should be concentrated on him and members of his family. The insurance system of disabled, lonely pensioners and orphans is nonsense. The payments for nonworkers are taken from the regional budget. And still the lawyers can’t define the nature of these payments – whether they are of insurance quality or tax one.
Children in their turn get nothing from this quarrels and disputes. According to the data of clinical examination, two thirds of children turned out to have this or that sort of ailment or pathology. That’s how the government should first of all clear everything up with the budget component and then decide what to do with the insurance as an additional mechanism.
The indispensable part of the reform is the support of the healthy way of living. But on some unknown reason nothing except slogans is done.
We should concentrate on the preparation to the further development of the systems and starting with the year 2008 organize building of the new system, which will be able to secure worth life.

The president of Russia Vladimir Putin in his application to the Federal Council mentioned the problems, the solutions to which are to have been done long ago. In particular, this is the urgent demographic setting. The life interval of a woman is 10 years less, compared with a European one. The life interval of man is 16 years shorter. “We are constantly turning to the problems of public health service”, claimed the president. It is necessary, first of all, to provide qualified medical aid rendering and revive the prevention and treatment of diseases, believes Putin.
27/04/2005 Mikhail Zurabov: All problems in medical ensuring program have been solved
On the meeting of Federal Council the Minister of Health and Social Development Mikhail Zurabov claimed that all the problems in medical ensuring have been solved.
“All the problems in medical ensuring program that arose in the beginning of realization of Act of Benefits have been solved”, he reported. According to the Minister more than 24 million of beneficial prescriptions were given to people.
Zurabov emphasized that more than 22 thousand of veterans of the Great Patriotic War were sent to health resorts; during this year this opportunity will be given to 50 thousand of disabled and 80 thousand of the Great Patriotic War participants more. 967 health resorts are in store for them.
It should be mentioned that starting with June 1, 2005 the new list of medications, which has been enlarged, gains power. The new list includes almost all possible medications for cardiovascular ailments, for cancer illnesses, antiretroviral chemical preparations.
Nevertheless, according to the chief manager of the Serbsky State Scientific Center of Judicial and Social Psychiatry Tatiana Dmitrieva, physicians have no exact information about all the kinds of medications, included into the list.
