14/04/2005 The new list of medications has been announced

The correspondent of Mednovosti.ru managed to get the new list of the medications. It is now being registered in the Ministry of Justice of the Russian Federation. In the case of its approval, it will gain power starting with June 1, 2005.
The new list includes almost all possible medications for cardiovascular diseases, for cancer illnesses, antiretroviral chemical preparations. It should be mentioned that, according to the public-opinion poll, made by ROMIR Monitoring, 91,6% of people spoke of their necessity in medicines in everyday life.

14/04/2005 The expenses per one privileged person will be increased

The officials have to find additional cash facilities because of the wrongly counted up privileged people


The vice-prime Alexander Zhukov confessed the fact that additional cash facilities should be found to support the reform of money adaptation of privileges. The Minister of Finances upheld the suggestion. Thus he will provide the necessary money.


According to Alexander Zhukov, 38 regions have taken the part of money support for pure privileges, 14 regions have saved the previous system and the rest of the regions of the Russian Federation are somewhere between.
According to him, the most urgent problems, as that of medication ensuring, have been solved. Besides, the list of medicines has been enlarged – about 600 names have been added. In January 2005 only 85% out of 4 million prescriptions produced were served. At interim 95% out of 23,5 million prescriptions have been served.



In spite of numerous actions of protest, Alexander Zhukov is absolutely sure that the “realization of the reform has proved the living standards and social support of citizens”. Probably they haven’t realized it yet.



On the whole, according to him, the money spent on the social support of citizens reached 301 billion rubles (they grew in 2,8 times ).



In the meanwhile, other deputies were not so much friendly and peaceful. The resignation of the Minister of Health and Social Development was suggested once more by the vice-speaker of the State Duma Lyubov Sliska.



The fact of the initially wrongly and heedlessly planning of the reform puts a lot of deputies on their guard.

12/04/2005 Wages will be set free from the scale

The managers of budget institutions will be able to regulate the amount of wages of their employees.


The suggestion to change the unified tariff scale for industrial system was rather reasonable. The government approved the idea of the reform in November 2002. And already in the autumn of 2003, the transition to the new industrial system was to have taken place.


Though the government advanced the wages, as it had promised to, the transition was put aside.


The rejection of the unified tariff scale presupposed the abolition of unified indexing of wages.


What has worked out of it?


According the data of the Ministry of Health and Social Development, the “old” unified tariff scale is still in demand in the regions.


None of the regions tried to bring an individual settlement of accounts in any kind of industry. The reason is the same: the development of the system is rather complicated and there are no enough qualified and reasonable people to guide this experiment in a proper way.


Many kinds of professions are presupposing automatic long service increment. But not always an old employee is an experienced one. Thus the new system should take into consideration the dependence of the extra charge on the qualified and high-grade work.


“The ideas of the new system should stimulate an employee to advance the quality of his work”, claims the chairman of the department of Labour attached to the Ministry of Health and Social Development Alexander Safonov.


The Ministry doesn’t state that the reform will take place in the nearest future. The necessary normative documents will be prepared during this year. And the 2006 will become the year of experiments.

When will Russian Diploma be in demand abroad?


Starting with the next year medical institutes of higher education will prepare qualified specialists on a par of the latest world standards. And by the end of 2010 Russian Diploma is supposed to be in demand abroad. All these questions the reporter of the “Rossiyskaya Gazeta” newspaper discuss with the head of Moscow Sechenov Medical Academy Mikhail Paltsev.


“Rossiyskaya Gazeta” : Mikhail Alexandrovich, is Russia ready for the future integration into the highest medical education system of Europe?


Mikhail Paltsev: We aren’t ready for it now. European institutes of higher education prepare specialists in three professions: doctors, dentists and pharmaceutical chemists. We do – in nine professions. Besides mentioned ones, we prepare specialists in pediatrics, sanitary science, biochemistry, biophysics, cybernetics, psychology, management, economics. But no European institute of higher education will prepare specialists in biophysics or something of the kind, because there are special institutes to prepare qualified workers in this area. There can be no justifications to our system.


RG: But you are not against particular specialities in medicine, are you?


Paltsev: I’m for it. But it’s impossible to prepare such specialists for a year or two. In Europe people learn for five years.


RG: Will our system of education save the faculties of Pediatrics?


Paltsev: Not exactly. Pediatrics is post-university speciality. After one graduates from a medical department, he will have to study for three-five years more, if he wants to become a pediatrist.


RG: Are there a lot of foreign students in your Academy?


Paltsev: About Thousand and a half. It makes almost 2% of all foreign students, who study in Russian Universities, not only in medical ones. Though this figure is rather small.


RG: The Bologna system will advance this figure.


Paltsev: Only in the case, if we manage to save the advantages and merits of our system. The bologna system serves to make all diplomas of the participating institutes of higher education be in demand in all countries of Europe.

10/04/2005 State Duma Deputies suggest taking under control prices, at which medications are sold

On April 8, 2005 the Health Defense Committee discussed the bill, introduced by the senators Boris Shpigel and Igor Bryntsalov and the deputies Tatiana Yakovleva and Andrei Makarov.


These amendments into the Medication Act infringe on the Russian people interests.


According to Boris Shpigel, the bill was approved by the Committee. “We’ll put an end to forgery, as since the medications will be imported only by the pharmaceutical producers or plenipotentiary organizations”, he claimed.
”The doctors, who fall under influence of Occidental companies, prescribe only imported medications, though there are a lot of preparations with the same chemical composition. More than that the prices, at which the medications will be sold, will be regulated by the government”, the senator declares.


According to the senator, 31 out of 47 regions approved the bill without any amendments. Only Moscow and Moscow Region defeated the bill – the very administrative districts where forgery flourishes as nowhere else.
