16/03/2005 The Ministry of Health introduces several regulations for the family doctors

The order “About the procedure of work of a general practitioner (family doctor)” was introduced into praxis by the Minister of Health and Social Development Mikhail Zurabov. The procedure of work and the necessary documentations are written in the order.


In particular the order says that university graduators, specializing in “Medical Practice” or “Pediatrics”; doctors-therapists (domiciliary) and doctors-pediatricians (domiciliary) after skill conversion “General practitioner” and having the necessary certificate can be appointed family doctors.


These family doctors have to control the state of their patients actively. The special stress is laid on the prophylaxis of the diseases but not on their treatment.
It should be mentioned that the elaboration of the qualification demands will have been planned by the 1st of December, and reconsideration of the skill training and conversion of the specialists- by the 1st of October 2005.

14/03/2005 The Members of Parliament quarrel with each other because of the Privileges Act

Today the Members of government were quarrelling with each other about the Privileges Act afresh. And in particular, they were “discussing” its “medical aspect”.


The governor of Saint-Petersburg region informed the members of the meeting that the pharmaceutical company “Protech” hadn’t provided any medicines during the last week, explaining this fact by the absence of money.


I. Klebanov, the plenipotentiary of the president in the North-West Federal region, for his turn criticized the Federal Public Health Service and social Development Inspectorate, which has approved an order that prohibits any examinations of the medicines, supplied by the “Protech” and other representative companies.


Altogether, mentioned Klebanov, only 15-17% of privileged people buy passage tickets at reduced prices in the North-West Federal Region – the rest “want money”.


He emphasized also that some privileged people resell the medicines they get for free. “We create the social tenseness ourselves”.


For his turn, the Minister of Health and Social Development and the author of the Act Mikhail Zurabov claimed that he totally disagreed with this point of view – we can’t give them an opportunity to get free medicines or to get money.


“If we give them money, the prices will be twice increased”, mentioned Zurabov.
The Vice-Prime of the Russian Federation took the floor. He suggested refusing from all the innovations and corrections to the Act in 2005 and taking all the necessary changes next year.


“We can solve the problem by giving people the right to decide themselves: money or medicines but half-free”, emphasized the Vice-Prime.


“There is danger that by giving them money we can only urge the situation even more”, claimed the Prime Minister of the Russian Federation Mikhail Fradkov. Though, he reminded of the fact that the right to choose between money and medicines had been initially foreseen in the Act.


Mikhail Fradkov finds it necessary to find more time for the regional representatives during the meeting, than it is given now to the federal Ministers. “We don’t need their self-returns”, the Prime said.

14/03/2005 Lawlessness is caused by the absence of law

Key doctors suggest limiting chargeable medical aid


We don’t realize the fact that the medical institutions nowadays render not medical aid but medical services. Of course paid ones.


The discussion on reforming of the medical service was led by the representatives of the social association “The Health of the Nation”. There was a real danger a year ago threatening Russian pediatrics. One of the gifted reformers, who didn’t really realize the demands and needs of the society, wanted to liquidate this kind of service, changing it for the general praxis. But we did it – the pediatrics was saved.
Still they are going to introduce general practitioners into praxis. Do we really need them? In a lost village, where people haven’t been rendered any medical aid for ages, this practitioner is the only chance for them to be served. However it will be hard enough to get such enthusiasts, who will agree to go to this neglected place and work there for trifling sum.


It becomes more and more obvious that the reforming of the system represents a great danger to the medical service realization.


A lot of problems are caused by the absence of Public Health Service Act. It would permit to avoid unreasoned decisions and no way outs. We need conductive guarantees of free medical aid rendering. We need responsibility of the administrative powers, juridical persons and officeholders for violation of people’s rights to health defense and medical aid.
If there are no laws, there is lawlessness everywhere and nobody is responsible for this or that thing.

11/03/2005 Zurabov and Khabriev are improving their state

They say, the list of medicines for privileged people will be enlaged


It was announced yesterday by the Minister of Health and Social Development Mikhail Zurabov and the leader of Health Inspectorate of Russia Ramil Khabriev.
The hullabaloo of the previous two months is constantly disappearing, claimed the leaders of the Russian public health service. Now one can speak about the advantages of the program –actually, it is the real improvement in the sphere of medicine ensuring. In many depressed regions, where the ensuring was realized only orally, during these two months people have got as many medical preparations as they managed to during the previous year. Zurabov named Ivanovsky Region as an example.


Still the central problem is the additional work of doctors, which consists of filling in prescription blanks in the right way. The prescription has to be filled in, as it should be.


The leaders of the public health service made a few attempts to improve the situation and solve the problem. According to Khabriev in many medical institutions and out patients’ clinics work special people, who fill in the blanks: just to help the doctors and save time.


One more important news. The leader of Health Inspectorate of the Russian Federation announced yesterday that the list of medicines for privileged people would be reconsidered and enlarged. “If we manage to persuade the Ministry of Health and Social Development, a privileged person will be able to get any medicine for free, if it can save his life”, promised Ramil Khabriev.

10/03/2005 The list of illnesses, presence of which gives the right to get disablement certificate, will be cut down

The Federal Agency of Health Defense and Social Development is planning to work out a number of documents, which will cut down the list of illnesses, which give the right to get disablement certificate. This question was discussed on Thursday in Nizhny Novgorod during the circuit meeting. It was justified by the fact that a great number of pensioners are anxious to get disablement certificate to enter the list of federal privileged people.


“We should change the rules to make them more strict”, claimed the acting representative of the Volga Federal Region Lyubov Glebova.


“People understand that their entrance into the federal list of privileged ones means 100 % indemnity”, said the chairman of the Volga medical association Eugeny Nikiforov. He also stated that according to the preset documents about 90 % people could get disablement certificate.
