28/12/2004 Gennady Onischenko: there’s nothing good in the prolonged celebrations of the New Year

The major sanitary inspector of Russia believes that there’s nothing good in prolonged celebrations of the New Year, as it was declared by RIA “Novosti” on Monday during the business lunch in “Rossiyskaya Gaseta” agency.


As the proverb goes: “The year will pass as you’ve started it”. And if we start it with the too prolonged celebrations, nothing good will work out of it, - claimed Onischenko. According to him all these will influence the economics, because budget incoming will decrease.


Onischenko emphasized that the prolonged celebrations of the New Year will put the population to high degree of alcohol usage.


“This period of time is always very difficult. The only ones, who do well, are the students and Institutes of Higher Education, because they continue working”, mentioned the sanitary inspector. According to Onischenko, if Russia wants to take after West, “we should celebrate the holidays on the eve, and work as usual from the very beginning”.


There is the only advantage – New Year holidays give an opportunity to children and grown-ups to spend it together.


23/12/2004 Fradkov affirmed the diseases, which give the right to the additional dwelling

The Prime-Minister of the Russian Federation Mikhail Fradkov affirmed the list of diseases, which will give the right to additional dwelling, as it was commutated on the official site of the Government of Russia.


According to the document, these are:


· The active forms of TB of all the organs and systems


· Mental diseases, which demand obligatory dispensary observations


· Defects of face and scull development with the malfunction of breathing, chewing and swallowing.


· Plural skin lesion with abundant excreta


· Leprosy


· AIDS (only if children are affected)


· The absence of lower extremities


· People in the post-transplantation state (concerning organs and marrow)
and some others.


The bill of the government is legalized according to the federal law “About the social defense of the disabled in the Russian Federation”, which comes into effect beginning with the 1st of January 2005 year.

22/12/2004 The prescription to a health resort

Possibly, even after the attachment of the bill “About the terms of the selection for providing people with health and resort facilities” a lot of us will still buy passes according to their own will without any assignment and treat themselves again according to their own will.


The headmistress of health resort regulation Department attached to the Ministry of Health and Social Development of Russia Larisa Sizemova explained that the bill is going to bring order in the system, which provides health and resort facilities, to automatize the procedure of legalizing the documents.


This order concerns all the Russian. To get the pass a person has to turn to the out patients’ clinic domiciliary. There with the obligatory presence of all the medical analyses and (attention!) with the obligatory absence of contra-indication to such treatment the physician will fill in the necessary blanks. On the back side of the blank one can find all the regions of the Russian Federation and the list of environmental conditions. It will help to choose the resort needed more correctly. By the way, the certificate includes the recommendations, if the person is supposed to be accompanied to the place of resort treatment.


With the very certificate of health the person turns to the institutions and organizations that can render this service.
After getting the pass the patient turns to the medical institution, which gave him it, for so-called resort blank. Without it any health center has no right to take the person in, even if he has the pass.


Each blank has a counterfoil, which must be returned to the medical institution domiciliary. It contains the information about the treatment and further recommendations.


A resort blank for children is registered differently.

21/12/2004 The announcement of Mikhail Zurabov that the patients are going to be treated not more than five days shocked the people

The announcement of Mikhail Zurabov that the patients are going to be treated not more than five days shocked almost the whole country.

On the traditional meeting the President Vladimir Putin interested what the Minister of Health and Social Development meant to say. It turned out that the Minister meant the near future, when the technical resources will be improved. That will cause the decrease of staying in hospitals.


- It means that we could approach to these standards, only improving the technical state of medicine, - the President corrected the Minister to avoid the showing a patient to the door when his staying in hospital exceeds more than five days.


“I formulated everything rather correctly. It was the Mass Media, who spoilt everything”, Zurabov complained.
It doesn’t seem that only the Mass Media corrects the Minister’s words. In this case it‘s almost impossible to explain his answer to the President about the increasing character of child’s grant. For the delivery of a child the mother will get not 4, 5 but 6 thousand rubles now. This news is undoubtedly pleasant but not for those, who already have children.

Nevertheless Zurabov declared immediately that a number of other pleasant innovations are prepared.

21/12/2004 Putin asked Zurabov to be more careful in picking up the expressions

The President of Russia Vladimir Putin asked the Minister of Health and Social Development Mikhail Zurabov to be more careful in picking up the expressions. “You’ve said that there’s no deal staying in hospitals for more than five days. You would better be more careful making such statements”, the President claimed during the meeting with the members of parliament.


“What did you mean?” – Putin asked Zurabov. The headmaster of the Ministry of Health and Social Development said that already in the 1995 year it was specified that in average 20 – 25 percent of medical aid should be represented by the intense-therapeutic places, where one should stay for 5 – 7 days.


“We’ve spoken that the intensification of medical aid and the strengthening of the technical resources are supposed to lead the cutting down the time, spent in hospitals, from 14 – 15 to 6 – 7 days”.


He mentioned that abroad the technical resources and equipment in medical institutions are worn out and replaced once in five years.


“It requires its maximum exploitation”, Zurabov declared. According to him, the stress is made on the pre-hospital treatment and on the sanitary and resort post-hospital treatment.


“I formulated everything rather correctly. It was the Mass Media, who spoilt everything”, Zurabov stated. And got such a commentary from the President: “I assume now that we could approach to these standards, only improving the technical state of medicine”.


The President appealed that these words of the Minister didn’t make the hospitals
show their patients the door in five days.
