According to the data of transportation management institutions, “only 757 thousand people has bought passage tickets for privileged ones at reduces prices”.
- This quantity is miserable – about 10 %, - mentioned Levitin, trying to explain this very situation. – People think that it’s better to make one or two passages for money than to buy a passage ticket for the whole month?
That’s how the Minister of Finances Alexei Kudrin made such conclusion,”Only 10 % decided to use the additional opportunity of reduced passage tickets. It means that people choose money”.
He was interrupted by the Prime Mikhail Fradkov, mentioning that a privileged person, who has chosen money, might not pay for his passages at all. That’s how the Minister should be very careful in making conclusions.
- We need constant monitoring in the connection of this question, - crowned it all Fradkov.
But if the transport problem was more or less solved by the government, the situation in the communal-general service is still tragic. Beginning with January the rates increased up to 23,3 % or 152 rubles per person, according to the Minister of Regions Vladimir Yakovlev.
Kudrin agreed on the reconfiguration, but made a note, “It can’t be tolerated that conscientious payers are put into unfair situation”.

n/a Moscow seems to go back to the previous system of medicinal privilege distribution
In the nearest future the administration of the capital hopes to go back to the previous medicine distribution among privileged people.
It was announced by the vice-major of Moscow Valeriy Schantsev. “We suggested that Moscow should get money for privileged people, buy the necessary drugs itself and distribute them in chemistry shops and out patients’ clinics. I hope we’ll approve this agreement in the nearest future”, stated Valeriy Schantsev.
Meanwhile Health Inspectorate of the Russian Federation finds the solution to the problem in the expansion of the drugstore net to provide the more effective distribution of the medicines among people.

The Russian pediatricians want to treat children
The Russian pediatricians want to treat children. The tenth congress of the Russian pediatricians opened yesterday.
According to the data of the All-Russian clinical examination of the children the quantity of healthy and strong ones reduced from 45,5 to 33,9 %. And the quantity of children with chronic diseases and disabled ones increased in two times.
Checks showed that only 23 % of school children are given first meals twice a day. The budget financing of nutrition is very scanty and the regional budgets can provide children from the families of moderate means with nutrition only.
The most urgent question of the congress is the problem of infections. It is very important for a grown-up person to realize the importance of the vaccine prophylaxis of the contagious diseases.
The problem of AIDS is also very urgent. 197 children are already infected with AIDS and 12 782 with ÂÈ×.
To all appearances the conversation will be very complicated and long. The situation is aggravated with the thing that the teaching and educational process doesn’t satisfy the requirements.

n/a The Ministry of Health and Social Development couldn’t come to an agreement with the insurance companies
Round-table discussion of the State Duma Committee in Social Policy and Labor took place on 03.02.2005. The Minister of Health and Social Development Mikhail Zurabov claimed that “we must obtain reasonable prices and high quality of medicines produced. These indices must be guaranteed”.
According to the Minister, the pharmaceutical companies treat the realization of the medicine ensuring program with responsibility. The regional funds of medical insurance institutions will “support the ensuring of drugs. At that these payments will be carried out by the pharmaceutical companies, which have the right to the retail trade”.
Emphasizing this, Zurabov mentioned, “for this once we didn’t managed to come to an agreement with the insurance companies(IC). ICs were to have defrayed some risks and expenses. The very ICs find these risks unpredictable. In this connection during the year 2005 we are going to finance the program by the means of the regional funds of insurance medical organizations”.

The new Act of Privileges will be corrected in the course of its realization
The president of the Russian Federation Vladimir Putin reminded once more that he is well posted on all events including negative ones as well. Everybody remembers that the first problem, which the reform had to face, was the abolition of the free passage. Now the problem is being solved by the means of privileged tickets at reduces prices.
Other shortcomings are revealed in the course of the law realization. According to the chairman of State Duma Committee Andrei Isaev “the first correction to the law will probably be made at the end of the first quarter”.
The most urgent problem is still the ensuring of the privileged people with drugs. It’s medicinal hullabaloo; the doctors have to spend more time on filling in the prescriptions; the ensuring with medicines in many drugstores leaves much to be desired.
Answerable for all these was the Minister of Health and Social Development Mikhail Zurabov.
- In the regions where the ensuring with drugs was badly developed or absent, people are trying to get as much medicines now, as they can, - emphasized Mikhail Zurabov.
The most problematic area is the work of doctors, who have to improve their methods. Of course some things have already been made: they are being toughed new technologies and the regional administrations probably will support the out patients’ clinics with computers.
The most sudden comment made by Zurabov concerned the Insurance Companies: they are removed “from office”. According to the Minister they were not ready for the increased volume of work.
But the correction are not complete.
