n/a M. Zurabov: The list of medications for people who have privileges was enlarged in 5 times

The Minister of Health and Social Development Mikhail Zurabov informed of the widening of the list of medications for privileged people in 4,5-5 times.


About 1 thousand 800 names are included into the very list now, claims the Minister.
At that, according to him, a lot of doctors and medical men “are still using the smaller list (80-90 names)”.


The Minister declared that more than 300 thousand passes to sanatoria and health resorts have been given to people included into the federal list of privileged ones. “Such quantity of people, ensured with the passes appeared for the first time in Russia”, the Minister commented.
Though, it should be mentioned that, according to the public-opinion poll, more than the third of the Russian couldn’t buy the necessary medications.


The central problem is the high price at the medications.


The older the person is, the more urgent the “medication topic” is for him and the less he is satisfied with the medical ensuring process and system.


Today Mikhail Zurabov claimed that he is not going to resign of his own accord, though he doesn’t exclude this possibility.

30/03/2005 Mikhail Zurabov promised to reduce the price of AIDS treatment

The price of AIDS treatment could be reduced to 1,4-1,7 thousand dollars per person a year. It was claimed by the Minister of Health and Social Development Mikhail Zurabov.


According to the Minister the price of AIDS treatment per annual costs 3 thousand dollars in average, when earlier it cost 10 thousand dollars.


Mikhail Zurabov mentioned that the number of the AIDS-infected is gradually being reduced. Still the majority of them are drug-addicts.


The vice-prime of the Russian Federation Alexander Zhukov corroborated these data, emphasizing however that more than 300 thousand people had been registered but the actual number of the infected is much greater.


In Russia the problem of the AIDS-infected concerns not only medical area. According to Zhukov this is also an economic and social problem. One of the most important things here is that a great number of AIDS-infected people make up the population capable of working.


Again according to Zhukov, domestic pharmaceutical industry is capable of both advancement of domestic vaccines and their development.

30/03/2005 The value of a feat

The future heroes of Russia will be given indemnities


A weekly meeting, devoted to the social questions, took place on March 28 in the White House. The Prime-Minister Mikhail Fradkov participated in it.


The Members of the Cabinet of Ministers discussed the distribution of the powers between the State authorities and the institutions of local governing. Meanwhile deputies in the Duma are going to enlarge the federal list of privileged people again.
The deputy minister of Finances Tatiana Golikova claimed that beginning with January 1, 2006 the department is going to abolish the social grant for those people, who will be entitled the Hero of Russia after January 1, 2006. Instead of this the Minister of Finances considers it to be rational to offer them a higher money indemnities (that could be represented by the president grant).
Speaking about those 4 thousand heroes of USSR, Russia and heroes of Social Labor, who has already been entitled, Golikova believes “everything should be left as it is – indemnities coming to 3,5 thousand rubles”. In the meantime the Minister of Health and Social Development suggested giving these people the right to choose between the increased indemnities without a social grant and the previous scheme. Though the vice-prime Alexander Zhukov reminded of the fact that the actual sum of money is unknown.


The finance problems were discussed not only in the White House yesterday. The Chairman of the State Duma Committee concerning the problems of labor and social policy Andrei Isaev reported that the deputies are going to enlarge the list of federal privileged people adding two more categories – victims of the political repressions and toilers at the rear. Less than in a week these problems will be under consideration.

28/03/2005 Voluntary medical insurance will be taken in Russia

According to the data of ГАЗЕТА.GZT.RU, the Ministry of Health and Social Development is going to introduce into praxis the system of voluntary medical insurance. Paying 70 rubles per month as an insurance fee, one can buy medications with 50 and 70 % discount.
The Ministry is totally sure that this system will please the citizens, as the sale prices on medications increase annually. Unlike privileged people and pensioners, whom the government is going to insure by the means of public founds, “common” people will pay for themselves.


“No forgery medications will be let to be sold”, claims the president of the pharmaceutical company “Biotech”, senator Boris Shpigel. That’s how the scheme actually almost repeats the one that acts now for privileged people. The Ministry plans to represent the system into praxis in 2006-2007 years.


Though the experts believe that the system will work out only with the assistance of commercial insurers.
The similar to this one system functions already in USA, the Netherlands and Germany.
